Not a good idea to advise people to break the rules, disbanding your corp and making a new one for the purpose of avoiding a war dec IS an exploit.
No, it is not...

And yes, people above me. Reforming a corp to escape a war dec is considered an exploit, and I've seen this confirmed by CCP. Posting petitions isn't allowed (feel free to petition it on your own time to be certain), but if it continues to be debated I'm sure I could dig something up using Eve search.
Well, if that is true, it is the silliest possible "rule" in this game. LOL. It is as enforceable as keeping water in place by grasping at it with your hands.
Just to clarify, lets assume the corp has 15 members and 15 leave and form a new corp it is and exploit, if 14 leave and form a new corp is it still an exploit? And if 13 do? Where exactly do you trace the line?
Things like entering and leaving an alliance are easy to determine. This is awfully impossible. Additionally I never saw a warning ingame about it.
In asll my time in the game I saw only 3 big warnings from CCP frobidding things doable within game mechanics (trying to correct their own mess with an axe btw):
- Titan Bowling - Remote repairing POSES with alts (which was totally unecessary, unenforceable and proved a failure of epic proportions leading to mass petitions) - Entering an alliance and living to cancel war decs
All these things are CCP fault alone and should have been dealt changing game mechanics instead of creating muddy artificial rules about which people may or may not know...
